Green subsidy now available for vans

Motorists looking to buy one of the new breed of zero emission vans will be delighted with news announced by the Transport Minister Norman Baker yesterday.

On a visit to the North East the minister confirmed that the £5,000 Government subsidy on electric cars would continue until 2015 and that electric vans would now also be eligible for the grant. The news will be welcomed by small businesses across the UK and many delivery firms and couriers will seriously look at taking out commercial vehicle insurance on an electric vehicle for the first time.

Speaking at the Gateshead Skills Academy for Sustainable Manufacturing and Innovation the Minister said: “The UK is on the brink of a critical transformation in road transport. We are beginning to see a real shift from high carbon to low carbon motoring and the Government is doing everything it can to accelerate this process. The facilities I have seen today are exactly the sort of innovation that we need to ensure that the benefits of motoring can be realised for future generations without compromising our carbon reduction goals.”

Mr. Baker took a trip round the performance track which adjoins the Nissan Car plant in a Smith-Edison electric van and was impressed by the smooth action of the vehicle. He confirmed that less than 1000 people had applied for the subsidy last year and extolled manufacturers to keep up the good work and said the coming years will see a big take-up in the new technology. To reinforce his views the Charge Your Car project initiated by the Office for Low Emission Vehicles Plugged in Places scheme announced the North East has now got 300 plug in stations available to the general public.

Council concerned at motorists laziness

According to research, motorists, including van drivers are putting themselves, other motorists and even pedestrians lives at risk by failing to signal at junctions and driving over mini-roundabouts instead of around them.

Calderdale County Council have appealed to motorists in the region to take extra care as evidence collected by both their own Road Safety team and volunteers from a road safety committee clearly show that the concerns raised are justified.

The two groups monitored 4,000 vehicle manoeuvres at six separate junctions throughout Calderdale. The results reveal that almost half of all drivers failed to signal, and 60% of drivers are not following the correct Highway Code procedure at mini-roundabouts. The junctions at Church Street and Thornhill Road came out on top as the two worst in Calderdale in terms of drivers who seem to have got into bad habits. Results found 36% of drivers failed to signal and 63% failed to go round the roundabout. The council feel that it is vital for everyone to keep up to date with the rules of the road.

Calderdale Council’s Deputy Road Safety Officer, Kate Marsh, said “I don’t believe for a moment that drivers have forgotten the mantra: ‘Mirror, Signal, Manoeuvre’, but unfortunately the evidence suggests that a significant number of drivers fail to do so. Signalling warns others of our intended actions on the road, and it is covered under the basic rules, techniques and advice for drivers in the Highway Code. Driving over rather than around mini-roundabouts often results in drivers ending up on the opposite carriageway, which puts road users in danger.”

The council’s roadside research also found that delivery vans that are protected by vehicle insurance cover are some of the worst offenders. Failing to signal may result in an accident and having to claim on the insurance policy.

Workers continue to escape driving bans by using loophole

Two commercial van drivers from Leeds are still legally driving on the roads of the United Kingdom despite having clocked up 27 and 28 points respectively on their licences. This is despite the maximum number of points before a ban is imposed being for most drivers 12pts.

Driving charity Brake worked with a vehicle insurance company and found that around 44% of motorists who get to 12 points or more on their licence are not being banned. In Leeds one driver who has 27 points for offences including speaking on a mobile phone and driving without insurance is still holding a licence, and another who has 28 points for offences such as speeding, using a mobile and dangerous driving is also still driving his vehicle lawfully.

Brake claim that motorists are increasingly escaping a ban by claiming it would cause them exceptional hardship. By saying a ban would be detrimental to their livelihood they are more than likely given a fine instead of getting the usual six-month ban. Drivers with commercial van insurance obviously fall under this category but the road safety charity believe magistrates are being too tolerant. The Charity has called on the Coalition to stop people using this loophole to make sure that more motorists who reach 12 points are given the correct punishment.

Julie Townsend, Brake campaigns director, said “Clearly when the points system was designed, it wasn’t intended that nearly half of drivers with 12 points would evade disqualification. It is outrageous these individuals, who rack up offence after offence, are allowed to continue driving, causing enormous risk to the public. Drivers who repeatedly flout traffic laws have shown complete disregard for the lives of other road users. They have also had ample opportunity to desist breaking the law before reaching 12 points and facing disqualification.”

Richmond Council put parking evidence online

Motorists who receive a parking ticket will now get the chance to see the evidence taken by the ticket warden online within 24 hours of the ticket being issued.

Van drivers will be able to go online and look at pictures before deciding whether to pay the fine or appeal after a London Council launched the unique technology last week. Motorists throughout Twickenham feel the scheme is a good idea because by seeing the evidence it will save time and money on a pointless appeal. Nobody likes getting a parking ticket but at least this way, drivers can now see why it has been issued almost straight away.

Lord True, leader of Richmond Council, added “For too long, councils have seen motorists as sheep to fleece. Too many still act in a predatory and money grabbing way. We are absolutely determined to change this in Richmond. At the moment you don’t get any immediate feedback so yes I think it’s a good idea. It will be easier to appeal it if there are any problems with the evidence. Sometimes traffic wardens give tickets unfairly when they don’t know the rules.”

Company owners with vans covered by commercial vehicle insurance are also pleased about the new scheme as they hope to use the pictures to teach drivers how to avoid what is an unwanted expense in the current climate. If the scheme is successful it is hoped that more councils in the country will follow Richmond who are also going to pilot their new “RichmondCards” scheme from Friday until the end of August. The card scheme will give holders half an hour free parking at all council car parks and street bays, with a 10% discount available on a longer stay. They will hand out 10,000 trial cards at their buildings, car parks and any meetings with local residents.
